Energy storage policy, Gulliver Watt

In 2024, the energy storage policy will continue to be strengthened, and the energy storage industry will surely usher in a new development in 2024. This article brings you energy storage related policies released by various regions in January and February 2024 for reference. Recently, Anhui Province issued a notice on "Several Policy Measures to Accelerate the Construction of Photovoltaic Power Generation Projects" (hereinafter referred to as the "Notice") in Wuhu, Anhui Province. The notice aims to accelerate the selection, construction, grid connection, and consumption of photovoltaic power generation projects, encourage the use of unused land and existing construction land to develop the photovoltaic power generation industry, and continue to support the construction of energy storage projects. For energy storage projects completed and connected to the grid between January 1, 2024 and December 31, 2025, a subsidy of 0.3 yuan/kWh will be given based on the amount of discharge, with a subsidy period of 3 years. The maximum annual subsidy for a single project is 1 million yuan. On January 2, Shandong Province, the People's Government of Shandong Province issued the policy list (first batch) for "promoting economic consolidation and improving, accelerating green, low-carbon and high-quality development" in 2024, which mentioned that for independent energy storage demonstration projects and long-term energy storage projects listed as pilot projects, the capacity compensation fee for participating in the electricity market will be temporarily implemented at twice the monthly available capacity compensation standard in the electricity market rules; Among them, the capacity compensation for long-term energy storage projects is not enjoyed simultaneously with policies such as independent energy storage demonstration projects. The policy also mentions optimizing the configuration of offshore photovoltaic energy storage. Offshore photovoltaic projects that are completed and connected to the grid by the end of 2025 will be exempt from configuring energy storage facilities; After 2025, for grid connected projects, energy storage facilities should be configured at a ratio of no less than 20% and 2 hours. This can be achieved through the construction of additional energy storage facilities, the construction or leasing of independent energy storage facilities, hydrogen production, etc. Among them, newly built independent energy storage facilities that meet the conditions can be prioritized for inclusion in the provincial new energy storage project library. On January 5th, the People's Government of Dali Bai Autonomous Prefecture, Yunnan Province, issued a competitive allocation announcement for photovoltaic projects in Dali Prefecture for the year 2023. The announcement clearly stated that photovoltaic power generation projects will be allocated and regulated resources based on 10% of installed capacity, which will be coordinated by the State Development and Reform Commission and the State Energy Bureau. This can be achieved through self built new energy storage facilities, purchasing shared energy storage services, and purchasing coal-fired power generation system regulation services. On January 9th, Jiangxi Province Energy Bureau issued a notice on the issuance of the "Jiangxi Province New Energy Storage Development Plan (2024-2030)".
